I have the same issue and have a running microsoft support case for this issue.
We have it with all our CRM organisations, when attempting to import a migrated database from our v8 environment to a new v9 environment. We have tested with a number of versions:
8.2.3 to 9.0.10
8.2.3 to 9.0.11
220.127.116.11 to 9.0.11
These all failed.
Last succesfull version we were able to import, was 8.2.3 to 9.0.8.Microsoft has answered me that upgrading from 8.2.x to anything higher as 9.0.9 is not supported.
this means we would need to set up a "in between upgrades" server with 9.0.8, first import from 8 to 9.0.8 then migrate the db to the production farm containing 9.0.11. having 36 organisation that still need to be migrated, this is a major pain in the ***
importing the database always fails with this message:
